tonightasacandidatefortheVicePresidencyandasamanwhosehonesty

andintegrityhasbeenquestioned.

Now,theusualpoliticalthingtodowhen

chargesaremadeagainstyouistoeitherignore

themortodenythemwithoutgivingdetails.Ibelievewe'vehadenoughofthat

intheUnitedStates,particularlywiththepresent

AdministrationinWashington,D.C.Tometheofficeof

theVicePresidencyoftheUnitedStatesisagreatoffice,andIfeel

thatthepeoplehavegottohaveconfidencein

theintegrityofthemenwhorunforthatofficeandwhomightobtain

it.

Ihaveatheory,too,thatthebestandonlyanswertoasmearortoan

honestmisunderstandingofthefactsisto

tellthetruth.Andthat'swhyI'mheretonight.Iwanttotellyou

mysideofthecase.I'msurethatyou

havereadthecharge,andyou'veheardit,that

I,SenatorNixon,took18,000dollarsfromagroupofmysupporters.

Now,wasthatwrong?Andletmesaythatitwaswrong.

I'msaying,incidentally,thatitwas

wrong,notjustillegal,becauseitisn'taquestionofwhetheritwaslegalorillegal,that

isn'tenough.Thequestionis,wasitmorallywrong?Isaythatitwasmorallywrongif

anyofthat18,000dollarswenttoSenatorNixon,formypersonaluse.Isaythatitwasmorally

wrongifitwassecretlygivenandsecretlyhandled.AndIsaythatitwasmorallywrongifany

ofthecontributorsgotspecialfavorsforthecontributionsthattheymade.

Andnowtoanswerthosequestionslet

mesaythis:Notonecentofthe18,000dollarsorany

othermoneyofthattypeeverwentto

meformypersonaluse.Everypennyofitwasusedto

payforpoliticalexpensesthatIdidnotthinkshouldbechargedto

thetaxpayersoftheUnitedStates.Itwasnotasecret

fund.

Asamatteroffact,when

ofyoumayhaveseenitlastSundayPeter

Edsoncameuptomeaftertheprogram,andhe

said,"Dick,whatabout

this"fund"wehearabout?"AndIsaid,"Well,there'sno

secretabout

it.GooutandseeDanaSmithwhowastheadministratorofthefund."AndIgavehim

[Edson]his[Smith's]address.AndIsaidyouwill

findthatthepurposeofthefundsimplywastodefraypolitical

expensesthatIdidnotfeelshouldbechargedto

Andthird,letmepointout

andIwanttomakethisparticularlyclearthat

nocontributortothisfund,

nocontributortoanyofmycampaigns,haseverreceivedanyconsideration

thathewouldnothavereceivedasanordinaryconstituent.Ijustdon'tbelieveinthat,andIcan

saythatnever,whileI

havebeenintheSenate

oftheUnitedStates,asfarasthepeoplethat

contributedtothisfundareconcerned,

haveImadeatelephonecallforthemtoanagency,

orhaveIgonedown

toanagencyintheirbehalf.Andtherecordswillshowthat,therecords

whichareinthehandsoftheadministration.

Well,then,someofyouwillsay,andrightly,"Well,whatdidyouusethefundfor,Senator?"

"Whydidyouhavetohaveit?"Let

metellyouinjustawordhowaSenateofficeoperates.Firstofall,a

Senatorgets15,000dollarsayear

insalary.Hegetsenoughmoneytopayfor

onetripayeararoundtrip,

thatisforhimselfandhisfamilybetweenhishomeand

Washington,D.C.Andthenhegetsanallowanceto

handlethepeoplethatworkinhisoffice

tohandlehismail.AndtheallowanceformyStateofCaliforniaisenoughto

hire13people.Andletmesay,incidentally,that

thatallowanceisnotpaidtotheSenator.It'spaiddirectlyto

theindividualsthattheSenatorputsonhispayroll.

Butallofthesepeopleandallofthese

allowancesareforstrictlyofficialbusiness.business,forexample,whenaconstituentwrites

inandwantsyoutogodowntotheVeteran'sAdministrationandget

someinformationabouthisGIpolicyitemsofthattype,forexample.

But

thereareotherexpenseswhicharenot

coveredbytheGovernment.AndIthinkIcanbestdiscussthoseexpensesbyaskingyou

somequestions.

DoyouthinkthatwhenIoranyotherSenatormakesapolitical

speech,hasitprinted,

shouldchargetheprintingofthatspeechandthemailingofthatspeechto

thetaxpayers?Doyou

think,forexample,when

IoranyotherSenatormakesatriptohishomeStatetomakea

purelypoliticalspeechthatthecostofthat

tripshouldbechargedto

thetaxpayers?Do

youthinkwhenaSenatormakespoliticalbroadcastsorpoliticaltelevisionbroadcasts,radioor

television,thattheexpenseofthosebroadcastsshouldbechargedto

thetaxpayers?Well

Iknowwhatyouransweris.It'sthesameanswerthataudiencesgivemewheneverIdiscuss

thisparticularproblem:Theanswerisno.Thetaxpayersshouldn'tberequiredtofinance

itemswhicharenotofficialbusinessbutwhichareprimarilypoliticalbusiness.

Well,thenthequestionarises,you

say,"Well,howdoyoupayfortheseandhow

canyoudoitlegally?"Andthereareseveralwaysthatitcanbedone,

incidentally,andthatitisdone

legallyintheUnitedStatesSenateandintheCongress.Thefirstwayistobearichman.I

don'thappentobearichman,so

Icouldn'tusethatone.

Anotherwaythatisusedistoputyourwifeon

thepayroll.Let

mesay,incidentally,that

myopponent,myoppositenumberfortheVicePresidencyon

theDemocraticticket,doeshave

hiswifeon

thepayrollandhashaditheronhispayrollforthetenyearsfor

thepasttenyears.Nowjust

letmesaythis:That'shisbusiness,andI'mnotcriticalofhimfordoing

that.Youwillhavetopassjudgmentonthatparticularpoint.

ButIhaveneverdonethat

forthisreason:Ihavefoundthatthereareso

manydeserving

stenographersandsecretariesinWashingtonthatneededtheworkthatIjustdidn'tfeel

itwasrighttoput

mywifeonthepayroll.Mywife'ssittingoverhere.She'sawonderful

stenographer.Sheusedtoteachstenographyandsheusedtoteachshorthandinhighschool.

ThatwaswhenImether.AndIcan

tellyoufolksthatshe'sworkedmanyhoursatnightand

manyhoursonSaturdaysandSundaysinmyoffice,andshe'sdoneafinejob,andIam

proudtosaytonightthatinthesixyearsI'vebeen

intheHouseandtheSenateoftheUnited

Whatareotherwaysthatthesefinancescanbetakencareof?Somewhoarelawyers,andI

happentobealawyer,continuetopracticelaw,butIhaven'tbeenabletodothat.I'msofar

inanylegalpractice.And,also,asfaraslawpracticeisconcerned,itseemedtomethat

therelationshipbetweenanattorneyandtheclient

wassopersonalthatyoucouldn'tpossibly

representamanasanattorneyandthen

haveanunbiasedviewwhenhepresentedhiscase

toyouintheeventthathehadonebeforeGovernment.

AndsoIfeltthatthebestwaytohandlethesenecessarypolitical

expensesofgettingmymessagetotheAmerican

peopleandthespeechesImadethe

speechesthatIhadprinted

forthemostpartconcernedthisonemessageofexposingthisAdministration,the

Communisminit,thecorruptioninittheonlywaythat

Icoulddothatwastoacceptthe

aidwhichpeopleinmyhomeStateofCalifornia,whocontributedto

mycampaignandwhocontinuedto

makethesecontributionsafterIwaselected,weregladto

make.

AndletmesayI'mproudofthefact

thatnotoneofthemhaseveraskedmeforaspecial

favor.I'mproudofthefactthatnotoneofthemhaseveraskedmetovoteonabillother

thanofmyownconsciencewoulddictate.AndI

amproudofthefactthatthetaxpayers,by

subterfugeorotherwise,haveneverpaidonedimeforexpenseswhichI

thoughtwerepolitical

andshouldn'tbechargedto

thetaxpayers.

Letmesay,incidentally,thatsomeofyoumay

say,"Well,that'sallright,Senator,that'syour

explanation,but

haveyougotanyproof?"AndI'dliketotellyou

thiseveningthatjustan

houragowereceivedan

independentauditofthisentirefund.Isuggestedto

Howcanwe

believewhatyousay?Afterall,isthereapossibilitythat

maybeyougot

somesumsincash?

Isthereapossibilitythatyoumayhavefeatheredyourown

nest?"Andsonow,whatIam

goingtodo

andincidentallythisisunprecedentedinthehistoryofAmericanpoliticsI

amgoingatthistimetogivetothistelevisionandradioaudioaudience,

acompletefinancialhistory,everythingI'veearned,everythingI've

spent,everythingIown.AndIwantyoutoknowthefacts.

I'llhavetostartearly.Iwasbornin1913.Ourfamilywasoneofmodestcircumstances,and

mostofmyearlylifewasspentinastoreoutinEast

Whittier.Itwasagrocerystore,oneof

thosefamilyenterprises.Theonlyreasonwewereabletomakeitgowasbecausemymother

anddadhadfiveboys,andweallworkedinthestore.Iworkedmywaythrough

college,and,toagreat

extent,throughlawschool.Andthenin1940,probablythebest

thingthateverhappenedtomehappened.ImarriedPatwho'ssittingoverhere.

Wehadaratherdifficulttimeafterweweremarried,

likesomanyoftheyoungcoupleswhomaybelisteningto

us.Ipracticedlaw.Shecontinuedtoteachschool.

Then,in1942,Iwent

intotheservice.Let

mesaythatmyservicerecordwasnotaparticularlyunusualone.Iwent

totheSouthPacific.IguessI'mentitledtoacoupleofbattle

stars.Igotacoupleoflettersofcommendation.But

Iwasjusttherewhenthebombswere

falling.AndthenIreturnedreturned

totheUnitedStates,andin1946,IranfortheCongress.

WhenwecameoutofthewarPat

andIPatduringthewarhadworkedasa

stenographer,andinabank,andasaneconomist

foraGovernmentagencyandwhenwe

cameout,thetotalofoursavings,fromboth

mylawpractice,herteachingandall

thetimethat

Iwasin

thewar,thetotalforthatentireperiodwasjustalittlelessthan10,000dollars.

Everycentofthat,incidentally,wasin

Governmentbonds.Well

that'swherewestart,whenI

gointopolitics.

Now,whathaveI

earnedsinceIwentintopolitics?

Well,hereitis.I'vejottedit

down.Letme

readthenotes.Firstofall,I'vehad

mysalaryasaCongressmanandasaSenator.Second,

Ihavereceivedatotalinthispast

sixyearsof1600dollarsfromestateswhichwereinmylaw

firmatthetimethatIseveredmyconnectionwithit.And,

incidentally,asIsaidbefore,

Ihavenotengaged

inanylegalpracticeandhavenotacceptedanyfeesfrombusinessthat

cameintothefirmafterIwent

intopolitics.Ihavemadeanaverageofapproximately1500

dollarsayearfromnonpoliticalspeakingengagementsandlectures.

Andthen,fortunately,we'veinheritedalittlemoney.Patsoldherinterestinherfather's

estatefor3,000dollars,andI

inherited1500dollarsfrommygrandfather.Welivedrather

modestly.ForfouryearswelivedinanapartmentinParkfairfax,inAlexandria,

Virginia.The

rentwas80dollarsamonth.Andwesavedforthetimethatwecouldbuyahouse.Now,that

waswhatwetookin.Whatdidwedowiththismoney?Whatdowehavetodaytoshowforit?

Thiswillsurpriseyoubecauseitissolittle,

couldn'taffordtobein

theUnitedStatesSenate,heshouldn'trunfortheSenate.

AndIjustwantto

makemypositionclear.Idon'tagreewithMr.Mitchellwhen

hesaysthatonlyarichman

shouldservehisGovernment

intheUnitedStatesSenateorintheCongress.Idon't

believethatrepresentsthethinkingoftheDemocraticParty,andIknowthat

itdoesn'trepresentthethinkingoftheRepublicanParty.

Ibelievethatit'sfinethataman

likeGovernorStevenson,whoinheritedafortunefromhis

father,canrunforPresident.ButIalso

feelthatit'sessentialinthiscountryofoursthata

manofmodestmeanscanalsorun

forPresident,because,youknow,rememberAbraham

Lincoln,yourememberwhat

hesaid:"Godmusthavelovedthecommonpeoplehemade

AndnowI'mgoingto

suggestsomecoursesofconduct.Firstofall,youhavereadinthe

papersaboutotherfunds,

now.Mr.Stevensonapparentlyhadacoupleoneofthemin

whichagroupofbusinesspeoplepaidandhelpedtosupplementthesalariesofState

employees.Hereiswherethemoneywentdirectlyintotheirpockets,andIthinkthatwhat

Mr.StevensonshoulddoshouldbetocomebeforetheAmerican

people,asIhave,givethenamesofthepeoplethat

contributedtothatfund,givethenamesofthepeoplewhoput

thismoneyintotheirpocketsatthesametimethat

theywerereceivingmoneyfromtheirState

governmentandseewhatfavors,ifany,theygaveout

forthat.

Idon'tcondemnMr.Stevensonforwhathedid,butuntil

thefactsareinthereisadoubtthatwillberaised.

AndasfarasMr.Sparkmanisconcerned,

Iwouldsuggestthesamething.He'shadhiswifeon

thepayroll.Idon'tcondemnhimforthat,butI

thinkthatheshouldcome

beforetheAmericanpeopleandindicatewhatoutsidesourcesofincomehehashad.Iwould

suggestthatunderthecircumstancesbothMr.SparkmanandMr.Stevenson

shouldcomebeforetheAmericanpeople,asI

have,andmakeacompletefinancialstatementasto

theirfinancialhistory,andiftheydon't

itwillbeanadmissionthattheyhavesomethingtohide.

AndIthinkyouwillagreewithmebecause,

folks,remember,amanthat'stobePresident

oftheUnitedStates,amanthat'stobeVicePresidentoftheUnitedStates,musthavethe

confidenceofall

suggestthatMr.StevensonandMr.Sparkman,sincetheyareunderattack,shoulddowhat

they'redoing.

Nowletmesaythis:Iknowthat

thisisnotthelastofthesmears.Inspiteofmyexplanation

tonight,othersmearswillbemade.Othershavebeenmadeinthepast.Andthepurposeof

thesmears,I

know,isthis:tosilenceme.tomakemeletup.Well,theyjustdon'tknowwho

they'redealingwith.I'mgoingtotellyouthis:Irememberinthedarkdaysofthe

someofthesamecolumnists,someofthesameradio

commentatorswhoareattackingme

nowandmisrepresentingmyposition,wereviolentlyopposingmeat

thetimeIwasafter

AlgerHiss.ButIcontinuedtofightbecauseI

knewIwasright,andIcansaytothisgreat

televisionandradioaudiencethatIhavenoapologiesto

theAmericanpeopleformypart

inputtingAlgerHisswhereheistoday.Andasfarasthisisconcerned,Iintendtocontinueto

fight.

WhydoIfeelsodeeply?Whydo

Ifeelthatin

spiteofthesmears,themisunderstanding,the

necessityforamantocomeuphereandbarehissoulasIhavewhy

isitnecessaryformetocontinuethisfight?AndIwant

totellyouwhy.Because,yousee,Ilovemycountry.AndI

thinkmycountryisindanger.AndIthinktheonlyman

thatcansaveAmericaatthistimeis

themanthat'srunningforPresident,onmyticketDwight

Eisenhower.Yousay,"WhydoI

thinkitisindanger?"AndI

say,lookattherecord.SevenyearsoftheTrumanAcheson

Administration,andwhat'shappened?Sixhundredmillionpeoplelostto

theCommunists.And

awarinKoreainwhichwehavelost

117,000Americancasualties,andIsaytoallofyouthat

apolicythatresultsinthelossof600millionpeopletotheCommunists,andawarwhich

costus117,000Americancasualtiesisn'tgoodenoughforAmerica.

AndIsaythatthoseintheStateDepartment

thatmadethemistakeswhichcausedthatwarandwhichresultedin

thoselossesshouldbekickedoutoftheStateDepartmentjustasfastaswegetthemoutofthere.

Andlet

mesaythatIknowMr.

Stevensonwon'tdothatbecausehedefendstheTruman

policy,andIknowthatDwightEisenhowerwilldothat,andthat

hewillgiveAmericathe

leadershipthatitneeds.

Taketheproblemofcorruption.You'vereadabout

themessinWashington.Mr.Stevensoncan'tcleanitupbecausehewaspickedbytheman,Truman,

underwhoseAdministration

themesswasmade.Youwouldn'ttrustthemanwho

madethemesstoclean

itup.That'sTruman.Andbythesametokenyoucan'ttrust

themanwhowas

pickedbythemanthatmadethemesstocleanitupand

that'sStevenson.

AndsoIsay,Eisenhower,whoowednothingto

Truman,nothingtothebigcitybosseshe

isthemanthat

cancleanupthemessinWashington.TakeCommunism.Isaythatasfaras

thatsubjectisconcernedthedangerisgreatto

America.

IntheHisscasetheygotthesecrets

which

enabledthemtobreaktheAmerican

secret

StateDepartment

code.Theygot

secretsin

theatomicbombcasewhichenabledthemtoget

thesecretoftheatomicbombfiveyears

beforetheywouldhavegotten

itbytheirowndevices.AndI

saythatanymanwhocalledthe

AlgerHisscasearedherringisn'tfittobePresidentoftheUnitedStates.Isaythataman

who,likeMr.Stevenson,haspoohpoohed

andridiculedtheCommunistthreat

intheUnited

Stateshe

saidthattheyarephantomsamongourselves.Hehasaccusedusthat

haveattemptedtoexposetheCommunists,oflookingforCommunistsintheBureauofFisheries

andWildlife.Isaythatamanwhosaysthat

isn'tqualifiedtobePresidentoftheUnited

States.AndIsaythattheonlymanwhocanleadusinthisfight

boththosewhoareCommunistsandthosewho

havecorruptedthisGovernment
